The 2008 Region 6 Fall Regional Conference will be held in Seattle, WA. November 7th - 9th at Microsoft Redmond, WA. Our theme this year is “Energizing Creativity to Achieve Exponential Growth”. Now that the rebirth is behind us, it is time for Region IV to move into action. We will participate in making a striking impact by taking initiative, getting involved, and committing to making this FRC a success. As members of the Six join together at the FRC, they will:
- Engage in personal, professional, and academic development.
- Reunite and exchange ideas with fellow members of the Mighty Region Six.
- Interact with corporate representatives, community leaders, and PCI students.
- Work together to strengthen the SIX.
- “Refuel” in time for the National Convention.
Being that we have the smallest region in numbers, after this conference, we will be able to create a sense of unity, pride, and motivation for Region VI to live up to our mission and make a striking impact on our community! As always, no other region will be able to match our motivation this year and we will carry it with us to the National Conference. And everyone will know whose house it is, SIX HOUSE!

Charles E. Walker President, CEO Walk-On Executive Management
In 1999 Charles Walker founded Walk-On Executive Management with the goal of assisting non-profit membership organizations with immediate executive support as an interim executive contractor. Actually, Walker gave a name to the multiple requests he received to provide actual management assistance to several organizations needing guidance out of crises situations. Not intending to form a business, his reputation for crisis management for association analysis and advice, proved exceptional.
Since the company’s unexpected beginning, Walker has served in executive leadership roles for several associations, including:
- National Society of Minorities in Hospitality (NSMH)
- The Association of Black Psychologists (ABPsi)
- National Society for Experiential Education (NSEE)
- National Black Caucus of Black State Legislators (NBCSL)
- Grantmakers for Children Youth and Families (GCYF)
- BDPA – Information Technology Thought Leaders (BDPA)
- Internet Free Trade Association (IFTA)
- Delta Research and Education Foundation (DREF)
- The Institute for College Orientation and Motivation (ICOM)
- The Urban Financial Services Coalition (UFSC)
His hands-on consulting for a diverse number of associations requiring unique answers to unique needs, has helped Walker develop a keen eye for association consultation. Under his leadership, Walk-On clients have experienced outstanding growth in membership, income and/or efficiency. Heading these and other membership diversity organizations has positioned Walk-On to establish relationships with the nation’s top supporters of diversity organizations.
WALK-ON Executive Management has evolved into a diversity consulting and contracting company, specializing in association and event management for non-profit membership organizations.
WALK-ON Executive Management can provide full-scale association management services, meeting planning, special events coordination and consulting services to organizations, corporations and businesses of all sizes.
Prior to forming Walk-On, Walker served as the Executive Director of the National Society of Black Engineers (NSBE). Under his leadership, the association’s corporate relations quickly became a standard for corporate recruitment and diversity positioning for ethnic minority associations. Corporate supporters such as Motorola, Microsoft, IBM and the FBI called on Walker to assist in their diversity efforts and to consult other associations that these corporations supported. NSBE became the nation’s largest diversity recruitment association.
A graduate of California State University, Dominguez Hills, in Computer Science and a minor in Black Studies, Walker went on to complete all the coursework for a Masters in Research Psychology from California State University, Long Beach, and several graduate level courses in association management at George Washington University, Washington, DC.

Carl B. Mack Executive Director National Society of Black Engineers
Carl Bernard Mack was born in Jackson, Miss., and is a graduate of Mississippi State University, where he received a Bachelor of Science degree in mechanical engineering. In 2006, the university named him a Distinguished Engineering Fellow.
After moving to the Seattle, Wash., area in 1987, Mack worked as an engineer with METRO – King County for 18 years and coordinated the county’s award-winning Minority Engineering Internship Program. From 2003 through 2004, he also served as president of the Seattle King County Branch of the National Association for the Advancement of Colored People (NAACP). During his tenure, the branch grew from 600 to 2,000 members and won the 2004 Class 1-A Thalheimer Award as the top branch in the country. Because of his significant contributions in the arena of civil rights, Carl was listed as one of the 25 Most Influential people in the greater Seattle area. Upon his announcement to leave the greater Seattle area, both the City of Seattle and the King County government named February 12, 2005, Carl B. Mack Day.
On March 1, 2005, Mack began a new chapter of his life as the fourth executive director of the National Society of Black Engineers (NSBE), one of the nation’s largest student-governed organizations.
Again, his presence was immediately felt. In each of his first three years at NSBE, the organization has set records for membership, reaching 31,118 members in 2008, up from its previous high of 12,842 before Mack’s arrival. He also has been instrumental in increasing NSBE’s financial resources to record highs: expanding the organization’s cash reserves from $3.5 million to $9.0 million and securing a largest-ever grant of $1 million from a NSBE sponsor, among other highlights. His extraordinary leadership has led to an increase in visibility for the organization with several appearances on CNN’s Lou Dobbs Tonight; Good Morning America and recognition in the May 2008 edition of Ebony magazine as one of the Top 150 Black Leaders in America.
Mack has led the expansion of NSBE’s Pre-College Initiative Program to the elementary school level by founding the Summer Engineering Experience for Kids (SEEK) Academy. SEEK is designed to expose African-American youth to science, technology, engineering and math early and constant, and it has seen tremendous growth, from 250 children to nearly 700 in its first two years.
Mack resides in Fort Washington, Md., with his sons, Joshua and Jonathan, and his wife, Jamiyo, a chemical engineer whom he met at NSBE’s 2000 Annual National Convention.
